Section 4.38.030 Construction and demolition debris management.

    The construction and demolition debris generated by county projects initiated on or after July 1, 2003, shall be diverted from landfill as follows:
    A.    County projects (except traditional public works projects) with a total estimated cost of construction of one hundred thousand dollars ($100,000) or greater and county projects consisting primarily of demolition with a total estimated cost of twenty five thousand dollars ($25,000) or greater shall meet the following diversion requirements:
    1.    At least fifty (50) percent of the total debris generated by the project shall be diverted from landfill via reuse or recycling.
    B.    Traditional public works projects with a total estimated cost of construction of one hundred thousand dollars ($100,000) or greater shall meet the following diversion requirement:
    1.    At least seventy-five (75) percent of the asphalt, concrete, and earth debris  generated by the project shall be diverted from landfill via reuse or recycling.
    2.    At least fifty (50) percent of the total of all other debris generated by the project shall be diverted from landfill via reuse or recycling.
    3.    Debris consisting of hazardous waste, contaminated earth or soil, and materials without any use or market value even after re-manufacturing shall be exempted from the foregoing diversion requirements. (Ord. 2003-63 § 1 (part))
