Whenever the area of a building site in an R-S district equals or exceeds five times the area required for one dwelling unit, every dwelling or accessory structure hereafter placed upon such building site, any mobilehome to be permanently located on a foundation system, shall be subject to site development review, pursuant to Section 17.54.210.
