The district, hereinafter designated as the combining CSU (conditional secondary unit) district, is established to be combined with residential districts that (A) are characterized by lot sizes, parking areas, street improvements, public utilities and other residential support systems which can best accommodate residential density increases; and (B) that contain a wide variety of housing types in terms of size and layout that preclude effective use of the SU combining district. The combining CSU district is intended to provide a further degree of review than needed in the SU combining district in order to ensure that secondary units are compatible with the affected neighborhood.
