Certain districts, referred to herein as U districts originally established to include all unincorporated territory of the county not within any other district, are hereby declared to be districts, which required special interim controls in pursuance of the purposes of this title set forth in Section 17.02.020. Every use, not otherwise prohibited by law, is a conditional use in U districts, and shall be permitted only if approved by the board of zoning adjustments as provided in Section 17.54.130.
