Any other provision of this title to the contrary notwithstanding, every person convicted of parking on any street in violation of Section 17.52.130 is guilty of an infraction and shall be punished by a fine of not less than twenty-five dollars ($25.00). (Prior gen. code § 8-60.19.5)
