Section 7802.3 (Prohibition) is amended to read:

    The storage, use and handling of fireworks are prohibited. It is unlawful for any person to sell or offer for sale any fireworks, dangerous fireworks or safe and sane fireworks or, fire, discharge or explode or cause to be fired, discharged or exploded any fireworks except at public displays as hereinafter provided in this Article. Exception 1 and 2 are retained as stated.
