The county of Alameda hereby establishes a voluntary medical cannabis patient and primary caregiver identification card program in accordance with this chapter. This program is not required by state law, Health and Safety Code Section 11362.5. Such programs shall be administered by the medical cannabis organization designated in accordance with this chapter.
