The board of supervisors finds and declares that discrimination against persons with AIDS and AIDS-related conditions exists in the county. Persons with AIDS or AIDS-related conditions are faced with discrimination in employment, housing, and business establishments. This discrimination cuts across all racial, ethnic, and economic lines and poses a substantial threat to the health, safety, and welfare of the community. (Prior gen. code § 2-190.0)
