Chapter 6.40 GARBAGE COLLECTION AND DISPOSAL
Section 6.40.020 Declaration of findings.
The board of supervisors does hereby find and declare as
follows:
A. That garbage or putrescible wastes
are or can be a community s most significant food
source for rodents, a breeding media for insects, an air pollutant when allowed to burn, ferment
or putrify, a transmitter of trichinosis and vesicular exanthema when fed raw to hogs, and the
media of transmission of diseases of mankind, fowl and animals;
B. That accumulation of rubbish and
refuse, other than garbage, may provide harborage for
rodents; unclean foodstuff packages and containers may provide food sources for rodents and
breeding media for insects; and may cause serious, dangerous fire hazards;
C. That the amount of waste produced
in any given area is directly proportional to the
population therein; that statistics based upon municipal refuse collected show that the yearly
average pounds per capita per day of garbage and rubbish amounts to at least 2.2 pounds per day
per capita of waste collected, which figures do not include uncollected garbage, rubbish and
refuse or industrial waste;
D. That waste or wastes, consisting
of garbage, rubbish and other refuse are the useless,
unused, unwanted or discarded materials resulting from normal community activities, or
materials which by their presence may injuriously affect the health, safety and comfort of
persons and property values in the vicinity thereof; that residential, commercial or industrial
accumulation and storage of wastes prior to collection and disposal thereof is, or is likely to be,
a
fire hazard, and in addition thereto provide food and harborage for rodents, breeding media for
insects, pollute the air when allowed to burn, ferment or putrify, and to produce unsightliness
resulting in the depreciation of property values and the comfortable enjoyment of life; that these
dangers increase in proportion to increases in population unless the sources of such dangers are
controlled; and that many portions of the unincorporated area of the county have become densely
populated, and other areas of the county are rapidly becoming densely populated;
E. That it is necessary to accomplish
the object and purposes of this chapter that the county
health officer, and other officers, be clothed with sufficient authority to enable them to deal with
conditions as they change or arise and to meet emergency situations in a prompt and efficient
manner and that they be vested with and exercise a wide discretion in the execution of the
