It is hereby declared to be in the public interest and in the interest of all the residents of the county that the accumulation, preparation, storage, collection, transportation and disposal of garbage, rubbish and refuse, in the unincorporated area of the county, be handled in such a manner so as to prohibit the harboring and breeding of rodents and insects, and so as to reduce pollution in the air caused by burning, fermentation or putrefaction of such materials, and so as to prevent the spread of disease, and so as to reduce the hazards of fire, and the prevention of unsightliness resulting in the depreciation of property values and the comfortable enjoyment of life.
