Section 6.40.050 Definitions.

    The definitions contained in this article shall govern the construction of this chapter, unless the context otherwise requires.
    “Animal feeding yard” means the premises of site where the feeding to three or more animals, other than hogs, of garbage not produced on such premises or site is permitted or occurs.
    “Commercial garbage” means garbage collected or saved for purposes of hog or animal feeding, or commercial reduction for fats, tallow or fertilizer, by canneries, packing houses or sheds, markets, hotels, butcher shops, hospitals, and similar institutions and establishments where large quantities of salvable garbage are produced.
    “Contamination” means an impairment of the quality of the waters of the state by sewage, refuse, garbage, or industrial waste to a degree which creates an actual hazard to public health through poisoning or through the spread of disease. Contamination shall include any equivalent effect resulting from the disposal of sewage, refuse garbage, or industrial waste, whether or not waters of the state are affected.
    “Dump” means the premises or site where the disposal of waste, refuse, garbage, rubbish, industrial waste, commercial garbage or refuse garbage, or any combination thereof, not produced on such premises or site, except an animal feeding yard or hog farm as herein defined, is permitted or occurs.
    “Fire hazard” means any condition which increases or may cause an increase in that degree of danger from fire over that customarily recognized as normal by persons in the public service of preventing or extinguishing fire. It also means any condition or any act which may obstruct, delay, or hinder, or may become the cause of an obstruction, a delay, or a hindrance to the prevention, suppression, or extinguishment of fire.
    “Garbage” means the putrescible animal, fish, fowl, fruit or vegetable refuse, or any combination thereof, resulting from the preparation, storage, handling, or consumption of foods.
    “Hog farm” means the premises or site where the feeding to three or more hogs of garbage or commercial garbage not produced on such premises or site is permitted or occurs.
    “Industrial waste” means all liquid or solid waste substances, except sewage, from any producing, manufacturing or processing business operation.
    “Local fire chief” means the chief of the local fire protection district within which the particular premises are located, or if such premises are not located within any fire protection district, it means the county fire warden.
    “Person” includes any person, firm, association, organization, partnership, business trust, joint venture corporation or company, and includes the United States, the state, the county, cities, districts, and any officer or agency thereof.
    “Pollution” means an impairment of the quality of the waters of the state by sewage, refuse garbage or industrial waste to a degree which does not create an actual hazard to the public health but which does adversely and unreasonably affect such waters for domestic, industrial, agricultural, navigational, recreational or other beneficial use.
    “Refuse” means all putrescible and nonputrescible solid or liquid wastes, except sewage, whether combustible or noncombustible.
    “Refuse garbage” means all putrescible and nonputrescible solid and liquid wastes (including manure and dead animals) resulting from the feeding of commercial garbage and garbage, or either thereof, to hogs or other animals. Such material may or may not be salvable.
    “Rubbish” means all nonputrescible refuse.
    “Waste” means the useless, unused, unwanted or discarded material resulting from normal community activities, or materials which by their presence may injuriously affect the health, safety and comfort of persons and depreciate property values in the vicinity thereof.
