Section 6.40.360 Granting of license and permit.

    The county health officer shall make an inspection of each truck or vehicle described in the application. If the county health officer finds that applicant will in fact comply with the provisions of this chapter and permit and that the truck or vehicle to be used in the collection and transportation of such garbage is of tight construction, with a close-fitting cover, to be kept in place from the point of last collection until delivered to dump site, so as not to permit leakage, spillage or over-flow of its contents, will be cleaned at least once daily in a satisfactory manner when in use, and is of sound mechanical condition, he shall issue a permit to such applicant together with a license covering each truck or vehicle covered by such application. If such truck or vehicle is to be used in the collection or transportation of refuse garbage or commercial garbage, the county health officer must find before issuance of a license and permit, that in addition to meeting the foregoing requirements, such truck or vehicle is of water-tight construction with a close-fitting cover to be kept in place between collections as well as from point of last collection until delivered to dump site, or is, in the opinion of the county health officer, so constructed or equipped as to prevent spillage of its contents on the highways.
    Such permit and each license issued in connection therewith shall expire on December 31st of the year for which it was issued. The county health officer shall furnish to each applicant obtaining a permit to collect and transport garbage, refuse garbage, or commercial garbage one license for each vehicle covered by such permit. The license for each vehicle shall show the number of the permit and the calendar year for which issued. The permittee shall display in a conspicuous place, designated by the county health officer, in each truck or vehicle for which a permit has been issued the license issued therefor.
