Any person desiring to operate any premises or site as a dump in the unincorporated territory of the county, shall file an application for a license and permit to so operate such property with the county health officer on a form for such purpose obtained from the county health department. Such application shall be accompanied by a fee of fifty dollars ($50.00) to cover the cost of inspection and investigation of such application and premises. If such application is denied no part of such fee shall be refunded. (Prior gen. code 3-69.2)
