Any person desiring to operate any premises or site as a hog farm where garbage or commercial garbage is fed to hogs in the unincorporated territory of the county shall file an application for a license and permit to so operate such property with the county health department. Such application shall be accompanied by a fee of fifty dollars ($50.00) to cover the cost of inspection and investigation. If such application is denied, no part of such fee shall be refunded.
