Section 6.40.480 Hog farm regulations.

    A violation of any regulation contained in this section shall constitute a misdemeanor. For each such regulation violated and for each day that such violation continues, the person so violating shall be guilty of a separate and distinct offense. Any person operating a hog farm using garbage or commercial garbage for feeding shall so conduct, perform, and complete the feeding, handling, storage, and disposal operations and maintain such premises in such a manner as to discourage the harboring and breeding of rodents and insects, as not to objectionably and unreasonably pollute the air, as not to constitute a fire hazard, and as not to result in such unsightliness of the premises as to result in the depreciation of the value of adjacent property. Such hog farms shall conform to the following minimum requirements:
    A.    General.
    1.    The site shall be adequately drained having suitable natural slopes, highly porous soil, or satisfactory artificial drainage.
    2.    Hog feeding areas shall be provided with the following: impervious and impermeable feeding floors and adjacent driveways, with adequate slope and controlled drainage; design and construction to allow adequate cleaning; adequate water under pressure for cleaning purposes.
    3.    All feeding areas must have all refuse garbage removed therefrom daily after which such areas must be thoroughly cleaned and flushed with water under pressure and drained.
    4.    Refuse garbage shall be disposed of in the manner as provided in Section 6.40.430 of this article, or in a manner approved by the health officer.
    5.    Storage facilities for garbage and refuse garbage will be permitted provided that said facility shall be of tight impermeable construction with tight-fitting cover so as to not permit leakage, spillage, or overflow of its contents; rodent proofed and fly tight; easily cleanable. Such storage facility shall be equipped with suitable drainage.
    B.    Toilet Facilities.
    1.    Toilet facilities shall be provided and properly maintained on the premises. A portable (chemical) type toilet, or approved sanitary privy may be used in lieu of a water flushing type toilet.
    C.    Nuisances, Fire Hazards, Rodents and Insects.
    1.    If refuse garbage is salvaged, such salvaged materials shall be removed from the premises daily, or stored in such a manner as to prevent rodent harborage or breeding of insects, or to constitute a fire hazard or create a nuisance. The residue from salvage operation shall be disposed of daily in the manner provided for in Section 6.40.430 of this article, or in a manner approved by the health officer.
    2.    Suitable methods shall be used to minimize dust in the dumping area and on all unsurfaced roadways in use.
    3.    Sheds and other buildings shall be constructed in such a manner as to prevent rodent harborage and so as not to constitute a fire hazard.
    4.    Inspection of the premises shall be made by the permittee or operator at least once a week for rodent burrows, droppings or other evidence of rodents, and evidence of insect breeding. Any infestation shall be effectively controlled by the proper use of poisons, gas, traps, or insecticidal sprays, as necessary.
    D.    Water Supply and Drainage Control.
    1.    Water and equipment for firefighting purposes shall meet the minimum requirements as specified in writing by the local fire chief.
    2.    An approved sanitary drinking supply shall be provided on the site.
    3.    All drainage from feeding areas shall be disposed of in such a manner as to discourage the harboring and breeding of rodents and insects, as not to objectionably and unreasonably pollute the air, as not to result in such unsightliness of the premises or adjacent premises as to result in the depreciation of the value of adjacent property, and as not to result in a contamination or pollution.
