Any person desiring to operate any premises or site as an animal feeding yard where garbage or commercial garbage is fed to animals, other than hogs, in the unincorporated territory of the county shall file an application for a license and permit to so operate such property with the county health officer on a form for such purpose obtained from the county health department. Such application shall be accompanied by a fee of ten dollars ($10.00) to cover the cost of inspection and investigation. If such application is denied, no part of such fee shall be refunded.
