Any person who operates, causes to be operated, or in any manner assists in the operation of any dump, hog farm or animal feeding yard unless there is in force at the time a license or permit for the same duly issued as in this chapter provided, is guilty of a misdemeanor; and for each day that such person so operates, causes to be operated or assists in the operation of such dump, hog farm or animal feeding yard in violation of the provisions of this section he shall be guilty of a separate and distinct offense.
