The board of supervisors on its own motion, or at the request of the county health officer, or at the request of any person may, and at the request of any holder of or applicant for any license or permit under this chapter shall, hold a public hearing to determine under what conditions and to what extent a variance from the requirements of this chapter is necessary and will be permitted.
