When the county authorizes any person or persons, such person or persons may enter upon private property or public property to remove or cause the removal of an abandoned, wrecked, dismantled or inoperative vehicle, recreational vehicle, travel trailer, utility trailer, boat or other mobile equipment or parts thereof declared to be a public nuisance pursuant to this chapter.
