In the event said owner shall fail, neglect or refuse to comply with the notice to abate a nuisance, the enforcement officer shall conduct an administrative hearing within thirty (30) calendar days after the date established pursuant to Section 6.64.070 of this article to ascertain whether said violation constitutes a public nuisance.
