Whenever the enforcement officer determines that any property within the county is being maintained contrary to one or more of the provisions of Section 6.65.030, the enforcement officer shall give written notice (“notice to abate”) to the owner of said property. Such notice shall be served upon the owner in accordance with provisions of Section 6.65.060 covering service in person or by mail. (Ord. 2003-10 § 2 (part))
