If the solid waste management fee required by this chapter is not paid within thirty (30) days of the beginning of each calendar quarter, or within thirty (30) days of the billing date, whichever is later, in addition to such fee, the applicant shall pay a penalty of eight percent of the fee per month for each month elapsed beyond the delinquency date.
