RN refresher Program (218 KB) *

What is the Immigrant Nurse Re-entry Program? The Immigrant Nurse Re-entry Program (INRP) is a collaborative effort that was launched in 2006. This program works with foreign-trained nurses - many of whom have advanced degrees in their home countries and are working in lower-level positions - to train them for the U.S. nursing field. The INRP vision is to teach language skills, U.S. medical practices, and nursing refresher courses including clinical rotations. Through case managers, nurses will be assessed and appropriately placed on the continuum of training needed to successfully obtain RN licensure and work placement. The first phases of this project include an RN Refresher course and Specialty classes at Chabot College in Hayward. 

  • Alameda County Supervisor Alice Lai-Bitker
    Alameda County Supervisor Alice Lai-Bitker is a health care advocate, and chairs the Board's Health Committee. Her office both identified the need and secured the original funding for INRP. The Supervisor's office will take on the leadership role of building relationships with health care employers.


  • Jewish Vocational Service (Lead agency)
    JVS is a non-sectarian, non-profit organization founded in 1973. JVS' mission is to assist individuals to achieve self-sufficiency, and help businesses fulfill their employment goals. JVS will lead the Steering Committee, work with class instructors, and offer both intake and job assistance to program participants.


  • Chabot College
    Chabot College opened over 45 years ago to meet the needs of East Bay's growing population. Today it remains a place where students of all ages and backgrounds can get a quality education at an affordable price. Chabot has a well-respected nursing department, and will deliver the INRP RN Refresher and Specialty Courses.


  • Oakland Adult and Career Education
    Oakland Adult and Career Education offers a wide range of classes and training programs that are designed to be flexible. The classes are determined by needs that have been identified by the community. This partner will likely deliver the LVN Refresher course.


  • English Center
    The English Center is a non-profit, educational organization. They offer programs for international students from local communities and around the world. These programs include intensive English, career readiness, and technology. They will likely contribute to INRP by supporting participants' language acquisition.


  • Regional Health Occupations Resource Center

  • Alameda County Medical Center
    Alameda county medical center provides comprehensive, high quality medical treatment to all Alameda country residents regardless of ability to pay. This medical center is at the table to speak from an employer's perspective and to make sure INRP is grounded in the reality of the needs of the field.


  • Welcome Back Center
    The goal of the Welcome Back Center is to assist health professionals from all over the world, who have come to the United States and have not been able to exercise their professions. They work with nurses, doctors, dentists, and so on. They have agreed to refer many of their clients to opportunities within INRP.
