 Mental Health Glossary

AIMS
Abnormal Involuntary Movement Scale - This standardized instrument quantifies the degree to which clients have involuntary movements as side effects to antipsychotic medication and is being used in our outcome study of the newer antipsychotic medications.

BASN
Bay Area Services Network Project - Substance abuse treatment to parolees of the California Department of Corrections (CDC), with funding provided by CDC and co-administered with the Department of Alcohol and Drug Programs and the nine Bay Area counties of Alameda, Contra Costa, Solano, Sonoma, Napa, Marin, San Francisco, San Mateo and Santa Clara.

B U D G E T    T E R M I N O L O G Y

- MOE Budget
Maintenance of Effort Budget - Budget submission that reflects the cost of maintaining the departments' current effort. It includes any known salary & benefit changes (such as annualized Cost of Living Allowances (COLA's approved by the BOS for employees, eligible CBO's), reductions in one-time costs or revenues, program or grant phase-downs & terminations, etc.

- VBB Budget
Values Based Budget - Budget Submission that reflects departmental reduction targets and adjustments that are consistent with service and fiscal values adopted by the BOS through a public survey process.

- Final Budget
Final Budget - This is the form of the budget officially adopted by the BOS that governs spending for the fiscal year.

CADPAAC
County Alcohol and Drug Program Administrators Association - Statewide association of county AOD program directors.

CBO
Community Based Organization - generally refers to non-profit community agencies and organizations with whom the county contracts for the provision of a variety of services, e.g., alcohol and drug, mental health, primary care, etc.

CDC
CALIFORNIA DEPARTMENT OF CORRECTIONS - The state agency that funds and co-administers (with the Department of Alcohol and Drug Programs) the substance abuse treatment to parolees (BASN).

CME
Continuing Medical Education: Physicians and other licensed professionals are required to participate annually in educational activities as a condition of licensure in order to keep their skills, and knowledge current. The ultimate goal of CME is quality patient care.

Cost of Living Allowance

CYCT
Children and Youth Crisis Team - a county-staffed "mobile crisis team for children and youth.

DADP
Department of Alcohol and Drug Programs for the state of California

DAC
Disaster Assistance Centers - Multipurpose centers established in disaster areas, funded, and staffed by the Federal Emergency Management Agency to provide a variety of services.

DMH
Department of Mental Health for the State of California

DSH Funds
Disproportionate Share Hospital Funding - Augments revenue generated by hospitals whose patients are overwhelmingly poor people.

DUIP
Driving Under the Influence Programs

Fee for Service MediCal or FFS/MC
Federal Medicaid funding in California that permitted MediCal recipients to use their MediCal benefits to secure and pay private providers for mental health treatment. This source of funding has been treated as an "entitlement , without "caps", with 50% of the funding from Federal Financial Participation (FFP) & 50% from state general funds.

FEMA
Federal Emergency Management Agency

FFP
Federal Financial Participation. This is share reimbursement provided by the Federal Government for MediCal eligible services provided to MediCal beneficiaries. This share can range from 49 - 51% of the total service cost.

"Front Door" Project
This project (through the use of consultants and key system stakeholder) will develop a plan for re-organizing the psychiatric-emergency, crisis, and information & referral services that serve as entry points (or "Front-Doors") into BHCS. Its primary goal is to optimize clinically and fiscally the design, administration, operation, and accountability of the system of psychiatric emergency services.

GSA
General Services Agency - an agency of general government , responsible for real property(locating property, negotiating leases, overseeing build outs, occasionally maintenance, etc.).

HCFA
Health Care Finance Agency -- The Federal agency responsible for administering the Medicaid (MediCal in California) program.

HCSA
Alameda County Health Care Services Agency

Health Plus
A health insurance for the working poor (also referred to as the Medically Indigent Adult, or MIA) being proposed by the HCSA. Eligibility criteria and a benefit package would be defined. People not meeting the eligibility criteria could purchase coverage at a reasonable rate.

HRIIP
High Risk Infant Intervention Project

HCV
Hepatitis C - A form of Hepatitis associated with intravenous drug use. Approximately 80 - 90 % of IV drug user are positive for HCV. There is a strong co-association for co-infection with HIV.

ICPC
Interagency Children's Policy Council - The countywide policy body composed of representatives from all departments who serve children, two members of the BOS, and other stakeholder constituencies. Its mission is to improve the quality of life for children and their families by decreasing fragmentation in service delivery, and promoting coordination and collaboration among the agencies serving them.

IMD
Institutes for Mental Disease - A term used by the Federal Government in California to distinguish skilled nursing facilities (SNF) that primarily care for people with psychiatric diagnoses, from those that provide care for people with primarily medical illnesses. Any SNF with 51% or more of its population with a psychiatric diagnosis is considered to be an IMD.

Interagency Placement and Management Team for the Children's System of Care grant.

ITD
Alameda County INFORMATION TECHNOLOGY DEPT. - This department (formerly known as Data Processing) within the county General Services Agency (GSA) has countywide responsibility for all technology associated with computers, i.e., hardware (PC's and mainframes), software, maintenance, service, purchasing, etc.

Managed Care Organization

MIA
Medically Indigent Adult - uninsured adults who are not covered by the MediCal program. Are also referred to as people covered by Section 17000 of the W&I Code. The responsibility for their health care is delegated to the County.

MrMIB
Managed Risk Medical Insurance Board - The state board responsible for administering the Child Health Initiative in California, known as "Healthy Families".

Murphy Conservatorships
A civil commitment for people previously found to be mentally incompetent under Section 1370 of the Penal Code, who continue to be both dangerous and incompetent to stand trial. A Murphy may be extended annually for continued dangerousness and incompetence.

NAS
The Alameda Naval Air Station - being considered as an interim site for the Alameda Community Support Center until a more permanent, more suitable, upgraded location can be secured.

NIDA
National Institute of Drug Abuse

NIMBY-ism
NOT IN MY BACKYARD - Neighborhood and community attitudes that want services for clients but refuse to permit them to be located in their neighborhoods. Is a reflection of the stigma associated with mental illness.

NTPs
Narcotic Treatment Programs

OBS
Organic Brain Syndrome - A class of disorders of mental functioning and or behaviors, resulting from temporary dysfunction of the brain or from permanent damage to the brain. These disorders are excluded from coverage by the MediCal Consolidation Mental Health Plan.

P.A.T.H. Funding
Project for Assistance in Transition from Homelessness. The Federal grant is for helping the homeless with mental illness obtain mental health services.

PANSS
Positive and Negative Syndrome Scale - a standardized scale that quantifies the degree to which certain symptoms are present (positive such as delusions, hallucinations, etc., and negative such as social withdrawal, blunted affect, etc.). This is one of the instruments being used to measure outcome in the Antipsychotic Outcome Study.

PC 1370

This section of the Penal Code applies when a person is accused of a felony involving death, harm, or threat to another person, and is found to be mentally incompetent to stand trial due to:

  1. his or her inability to understand the nature and purpose of the proceedings
  2. and an inability to assist counsel in his or her own defense

The maximum sentence is 3 yrs, with a mandated competency evaluation at 18 months. The treating staff (usually at State hospital), may file for a Murphy Conservatorship at either of these intervals if they determine that the person remains incompetent, is unlikely to achieve competency, and remains a danger.

Psychiatric Emergency Services (usually at the John George Psychiatric Pavilion, unless otherwise specified)

PHS
Prison Health Services - BHCS contracts with this organization to operate our the psychiatric in-patient unit (3-South) at the North County Jail.

Prop 10
Enacted in Nov. 1998. Created the California Children and Families First Program that will fund early childhood development programs from revenues generated by increases in the state excise taxes on cigarettes and other tobacco products.

PTSD
Post Traumatic Stress Disorder - the development of characteristic symptoms following exposure to extreme stress (usually involving actual or threatened death or serious injury).

RFA
Request for Applications

SGF
State General Fund dollars - general-purpose revenues used by the state to fund a variety of funding priorities. Competition for these dollars is fierce, and plays itself out during the lengthy state budget process each year. Behavioral Health Services never faired well when funded from this source. Our services were considered "discretionary", and thus subject to drastic cuts each year, after other "mandated" programs had been appropriately funded.

Short/Doyle MediCal or SD/MC
Federal Medicaid funding in California used for the "public" mental health treatment services. This source of funding has typically been "capped", with 51% of the costs reimbursed from the Feds (referred to as Federal Financial Participation or FFP) with a mandated 49 % match from state allocations to county mental health.

S.T.A.G.E.S.
Strides Toward Acquiring Geriatric Empowerment and Success - an intensive 24 hr/ 7day/week wrap around community program for older adults similar to the successful STRIDES program for younger adults.

TAR
Treatment Authorization Request - A request submitted to MediCal seeking authorization and payment for services that are medically necessary, but that are either more extensive or different than are usually covered by MediCal. E.g. Additional visits, new medication not yet on their pharmaceutical formulary, etc.

UBH
United Behavioral Health - a private MCO with whom we contract for various services including certain software packages, e.g. PSP (our clinical tracking, MIS, and billing system), cCURA-3 (the Phase II MediCal Consolidation software), provider primary source verification in our credentialing process, etc.

Vida Nueva
The name approved by the BOS for the BHCHS County Detox. Facility on the grounds of Fairmont Hospital. It means new life.

VLF
Vehicle License Fee - a major funding source for health and mental health services. Approximately $ 2,000,000.00 of the BHCS budget comes from this funding source.
