Personnel, Administration and Legislation (PAL) Committee

The Personnel, Administration and Legislation (PAL) Committee reviews federal, State and local legislation and other legislative and administrative matters referred by county departments, including Board offices, for support or opposition; reviews and signs all letters of support or opposition for legislative matters, reviews and recommends approval of the annual legislative policy platform, and advances all recommendations to the full Board of Supervisors for final approval; receives regular updates from State and federal legislative advocates on emerging legislative matters affecting local government and provides direction to advocates on advancing the counties legislative agenda.

The legislative advocates coordinate all legislative activities with the PAL chair's office and the County's legislative coordinator to ensure that all activity is consistent with policy directives, assess for potential internal conflict, and communicate matters to the County Administrator.

  • PAL committee meets every Monday at 1:30 PM in the Board of Supervisors' conference room located at 1221 Oak Street, 5th Floor, Oakland
  • All matters submitted for PAL review and recommendation to the Board of Supervisors must be received by 12:00 PM on the Monday prior to the upcoming PAL meeting
  • Legislative items approved by the PAL Committee and forwarded to the full Board will appear on the Board's agenda for approval 7-14 days after the PAL meeting (depending on the Board's meeting schedule)

Legislative Position Request Form

The purpose of the Legislative Position Request Form is to facilitate:

  1. Board approval of legislative positions;
  2. timely placement on the Board's agenda for action;
  3. to schedule departmental legislative position requests for consideration and recommendation by the PAL Board Committee;
  4. to enable the County's legislative advocates to further the work in the County's interest; and
  5. to support the County's legislative database and tracking system.

Please note that this form must be completed for an item to be placed on the PAL Board Committee agenda. Supporting documents such as draft letters of support/opposition are encouraged; however, they will not be accepted in lieu of this form.
