Neighborhood Stabilization Program (NSP)


Rental Housing Program

The Neighborhood Stabilization Program (NSP) requires that 25% of the total grant be spent on households with incomes at or below 50% of Area Median Income (AMI). HCD's programs are meeting this requirement through the provision of rental housing.

Under the NSP Program, Hello Housing is acquiring, rehabilitating and transferring selected single family homes to Housing Consortium of the East Bay to own and operate as rental housing for persons with serious mental illness. These units are jointly funded by the County's Behavioral Health Care Services Department, using a combination of NSP and Mental Health Service Act (MHSA) funding with ongoing operating support. The tenants in these units have extremely low incomes (at or below 30% of Area Median Income) and will be living in shared housing. Each person will have their own bedroom, and will share kitchen, bath and other common areas.

The NSP2 Consortium selected Eden Housing to receive NSP rental housing funding for four developments:

Project/Location Amount Project Description
Liedig Court, Hayward $485,000 The Liedig Court project is a vacant 15-unit apartment complex including office and community space in need of repairs. There are 4 one-bedroom, 8 two-bedroom, and 3 three bedroom units.
South Hayward BART, Hayward $1,365,000 This project is the development of a vacant, former auto body shop into a mixed-income housing development that will include nearly 350 units of housing. Eden Housing will construct 151 units of affordable housing for families and seniors as part of this development.

This project is part of the City's Mission Boulevard South Hayward BART Specific Plan, a comprehensive plan designed to encourage redevelopment in the corridor and transform it into a vibrant, pedestrian-oriented, mixed-use, and transit-oriented center. All 150 rental units will be restricted for qualified applicants with incomes at or below 50% of AMI.
Surf Apartments, San Leandro $500,000 Surf Apartments is a 46 unit family apartment complex in San Leandro, which is in default on its first loan, and whose original owner has gone out of business. Eden Housing will take over ownership and use NSP funding to assist with the acquisition and rehabilitation of the property.
Downtown Livermore Senior Project, Livermore $400,000 Eden Housing is partnering with the City of Hayward to develop a senior housing development in the City's historic downtown area. Thesite is vacant and but for the poor economy would have become luxury condo's. Now they will support 20 + units of low income seniors within walking distance of transportation and shopping options.
