Neighborhood Stabilization Program (NSP) for Foreclosed and Blighted Properties

NSP 1
Alameda County's Housing and Community Development Department received an allocation of $2.1 million in NSP funds from the U.S. Department of Housing and Urban Development (HUD) to address the problem of abandoned and foreclosed homes. To receive these funds, the County prepared a Substantial Amendment to its Consolidated Plan and made the draft available for public comment for a period of 15 days.
HCD issued a competitive Request for Proposals in spring 2009 and selected Hallmark Community Solutions to implement the NSP1 grant in the approved census tracts in Unincorporated Alameda County and the City of Newark. The Board of Supervisors approved a Program Agreement with Hallmark Community Solutions in late summer, 2009. NSP 2
In February 2009, President Obama signed into law the American Recovery and Reinvestment Act of 2009 (ARRA), which authorized an additional $2 billion nationwide for a second round of NSP which may be used for the same purposes as provided in the original NSP Program. Alameda County HCD created the NSP2 Consortiuum (consisting of the cities of Emeryville, San Leandro, Hayward, Union City, Newark, Fremont, Dublin, Pleasanton, Livermore and the unincorporated County) to apply for $11,000,000 of NSP2 funding. On January 19, 2010, HUD informed the County of its award of NSP2 funding.
HCD, as lead member of the NSP Consortium, began negotiations with the two Development Partners selected by members of the consortium to implement NSP 2. Program Agreements will go to the Alameda County Board of Supervisors in June, 2010. The programmatic Environmental Review was published on May 8, 2010 and a Request for Release of Funds will be sent to HUD on May 24, 2010.
