Control Of Fugitive Dust
The Community Development Agency's (CDA) Neighborhood Preservation and Sustainability Department (NPS) is designated as the lead agency for the State Surface Mining and Reclamation Act (SMARA) and the County's Surface Mining Ordinance. Related to dust impacts, Section 6.80.210(I) of the County Surface Mining Ordinance states:
Surface mining operations shall be conducted and the site maintained in accordance with the following requirements: ...
Control of Noise, Dust and Bright Lights. All activities of mining and processing minerals shall be conducted in a manner that noise, dust and bright lights do not exceed levels compatible with the uses of adjacent lands as determined by the planning commission in the issuance of the surface mining permit or as a result of its periodic review of any permit.
NPS works with the quarry operators to reduce dust related to mining activities. NPS has updated the quarry operators' respective surface mining permits to include dust control plans and other conditions of approval that help address potential dust issues (see the "Dust-Control Information by Quarry' table). NPS relies on the Bay Area Air Quality Management District (BAAQMD) as the entity legally established to inspect, investigate, and as appropriate, issue violations of air quality standards. Contact information for the BAAQMD is provided as follows:

Dust Impacts in the State Route 84/Isabel Avenue Corridor in Livermore
District 1 Supervisor Scott Haggerty, President of the Alameda County Board of Supervisors, the Alameda County Community Development Agency, Neighborhood Preservation and Sustainability Department (NPS), CEMEX, and Vulcan have responded to reports generated from Livermore residents in 2015 about dust impacts in this corridor.
