Work, Family and Child Care

54% of children 5 years and younger, and 64% of children ages 6 through 13 live in households where either both parents or the single-parent head-of-household is in the labor force. Of the estimated 67,262 children 5 years and younger with parents in the labor force, about 34,303 are in child care outside of the family. Of the estimated 90,168 children ages 6 through 13 with parents in the labor force, about 18,034 are in child care outside of the family.
81% of people working outside the home commute to work between 5:00 a.m. and 10:00 a.m.; 19% leave home after 10:00 a.m. to work at off-hours jobs (swing or night shifts).

Availability of Licensed Child Care

Licensed Family Child Care: A licensed child care program located in the provider's home. A provider can be licensed for either 6 or with an assistant, 12 children.

There are 14,963 slots in 1,897 licensed family child care homes.
County-wide there is a 25% vacancy rate for family child care homes: 25% in East county; 30% in North county, and; 21% in South county. (Data provided by Resources for Family Development, Bananas and 4C's).
Of all slots in licensed family child care homes, 89% accept children full time and part time; 9% accept children full time only; 2% accept children part time only.
Of the total number of licensed family child care homes, 28% provide evening, overnight, or weekend care and 56% offer before- and /or after-school care.

Of all slots in licensed child care centers 62% accept children full time and part time; 10% accept children full time only; and 28% accept children part time only.

Availability of Subsidized Child Care

Child Care Providers:

Forty two child care agencies administered CDE/CDD center-based contracts.
Eight Alternative Payment Programs administered child care vouchers for Alameda County families.
Child care centers administered 80% of the child care subsidies and Alternative Payment programs administered 20%.

CDE/CDD Child Care Subsidies:

Child care providers and Alternative Payment programs provided subsidies for 10,391 children under CDE/CDD contracts, 2,000 of whom were on AFDC.
Of over 45,000 children between the ages of birth to 12 on AFDC, Alameda County Social Services Agency served approximately 1,592 (FTE) children with various child care subsidies.
Of the approximately 3,600 children on AFDC who received child care subsidies, 60% (2,000) were served by CDE/CDD contracting agencies and 40% (1,592) were funded through Alameda County Social Services Agency programs.
Child care centers served 85% of the CDE/CDD subsidized children, while Alternative Payment programs served 15%.
Of the 10,391 children utilizing subsidized child care, 20% (2,047) were in part time infant/toddler or preschool care.

Ages of Children Served: Of the 10,391 children utilizing CDD/CDE child care subsidies

1,362 (13%) were between the ages of birth to three years old (infant/toddler).
5,653 (54%) were between the ages of three to five years old (preschool).
3,376 (33%) were between the ages of 5-12 years old (school-age).

Geographic Areas of Service: Child care subsidies are divided by three geographic regions in the County: North, South and East. Of the CDE/CDD contract, 1% was distributed county-wide by an Alternative Payment agency based outside of the county.

North County:

North county received 76% of the CDE/CDD contracts and served 73% of the subsidized children.
31,697 children on AFDC (70% of AFDC population) resided in the North county.

South and East County:

South county received 17% of the CDE/CDD contracts while serving 20% of the subsidized children.
East county received 6% of the CDE/CDD contracts and served 6% of the subsidized children.
13,821 children on AFDC (30% of AFDC population) resided in the South and East county.

In-home Exempt Child Care:

Of the 2,521 subsidized children receiving Alternative Payment vouchers, 627 (25%) utilized license exempt in-home care.
Of the 627 children in licensed exempt in-home care, 28% were infants, 36% were preschool and 31% were school-age.

Family Income of Children Served:

In Alameda County, 68% of the funds contracted by CDE/CDD have two eligibility priorities 1) referrals from Children's Protective Service (C.P.S.), 2) lowest income first.
32% of the CDE/CDD funds were reserved for parents who were "working poor" and "at risk" of going on, or returning to, welfare (Contract title: Title IV-At Risk funds).
79% of CDE/CDD subsidies in the County were utilized by working poor families.
21% of CDE/CDD subsidies in Alameda County were utilized by families on AFDC.

AFDC Child Population Description

Ages of Children on AFDC: 45,518 children between the ages of birth to 12 years old received AFDC.

10,649 children were between the ages of birth to 3 years old.
8,725 children were between the ages of 3.1 to 5 years old.
26,144 children were between the ages of 5 - 12 years old.

In Alameda County the average family size on AFDC is three.
The monthly grant for a family of three is $565 per month ($6,780 annually).
