DEVELOPMENT SERVICES DEPARTMENT

  • BUILDING INSPECTION DIVISION
    Services Provided:
    • Regulates and inspects all private and commercial building construction in the unincorporated areas to insure compliance with County building regulations, zoning, and land use ordinances
    • Reviews plans for County and State code compliance· Processes and issues building permits· Iinvestigates citizens’ complaints and performs periodic investigations
  • LAND DEVELOPEMENT DIVISION
    Services Provided:
    • Processes Subdivision Maps
    • Maintains Filed Maps and Records
    • Reviews Drainage Plans prepared by other agencies and developers
    • Administers Permit Procedures for grading, road, flood, water course, and surface mining
    • Administers Special Drainage Area projects
    • Inspects permit construction· Administers and coordinates County Service Areas
    • Administers State and Federally mandated programs, and voter approved programs
    • GRADING AND PERMITS DIVISON
      Services Provided:
      • Reviews applications for encroachments permits on public rights-of-way including tracts, parcel, maps, move permits, building permits, tree permits, sidewalk repairs permits, flood / watercourse permits, County-owned flood control property, and flood plains to ensure compliance with geologic, geotechnical, seismic, grading, and erosion control requirements
  • CLEAN WATER DIVISION Services Provided:
  • Manages the Alameda County-Wide Clean Water Program
  • Administer the Unincorporated Area and Flood Control & Water Conservation District Clean Water Programs
  • Implement projects that involve water quality monitoring, watershed assessment, creek restoration, and pollution prevention

MAINTENANCE AND OPERATIONS DEPARTMENT

  • MAINTENANCE DIVISION
    Services Provided:
    • Provides landscape and streetscape services
    • Provides road maintenance and repairs
    • Providing flood control services
    • Operates and Maintains six draw bridges (four vehicular, one railroad, and one bicycle bridge) between the cities of Oakland and Alameda
  • MAINTAINING ALAMEDA COUNTY'S FLOOD CONTROL SYSTEMS
    Services Provided:
    • Helps prevent water from backing up and flooding County streets and land with the use creeks, channels, pipelines, and storm drains
    • Cleans out tons of material dumped into the County’s drainage structures to keep water flowing and to stop water pollution, approximately 3,750 drop inlets are cleaned and/or inspected each year
    • Inspects and maintains 3,753 County tidegates
  • MAINTAINING ALAMEDA COUNTY'S VEGETATION
    Services Provided:
    • Uses an Integrated Vegetation Management Program to control plants that may pose a fire danger, obstruct drainage water, or interfere with facility maintenance
    • Trims nearly 5,000 trees per year for vehicle and pedestrian clearance and safety
    • Controls weeds on 2,750 acres of roadside, 480 centerline miles of transportation corridors, and 4,600 acres of flood control channel
    • Uses biological, chemical, cultural, and the best practices of mechanical weed control to clear out over 9,000 cubic yards of vegetation and debris from over 500 miles of flood control channel
    • Assures that all herbicide applications are made by state certified employees using material registered for use by the State and Federal Environmental Protection Agency.
  • PROJECT MANAGEMENT AND INSPECTION DIVISION
    Services provided:
    • Provides engineering support, for road and flood small capital improvements
    • Manages the Agency’s desilting program
    • Operates and maintains traffic signals, traffic signs and street lights in unincorporated Alameda County and various cities
    • Administers the Pavement Management System
    • Responsible for projects including major fence repairs, retaining wall repairs and installations, and flood channel desilting
    • Promotes traffic safety by operating and maintaining more than 200 traffic signals, in the unincorporated areas of Alameda County, Albany, Dublin, and Piedmont
    • Provides lane striping, legends and lane control devices
    • Maintains over 18,000 street lights for the unincorporated areas of Alameda County, Albany, Dublin, Hayward, Piedmont, and California State University East Bay
    • Administers the County Tree Ordinance
    • Administers the Sidewalk Repair Policy
  • FLEET ADMINISTRATION DIVISION
    Services Provided:
    • Operates two repair facilities, Turner Court and the Heavy Equipment Repair Building in Dublin, as well as three mobile units.
    • Maintenance and repair 356 Public Works vehicles and off-road heavy equipment
    • Provides 24-hour repair service is to the Sheriff’s Department for prisoner and transportation buses, all Office of Emergency Services rescue equipment, County-owned fire apparatus, and all trucks above one ton for all County departments
    • Maintains and repairs most County-owned standby generator
    • Performs electrical and mechanical repair work, troubleshoots malfunctions, and performs emergency and preventive maintenance on 500 pieces of vehicular equipment as well as 22 pump stations within Alameda County that pump excess flood waters into the bay
  • THE BRIDGES OF ALAMEDA COUNTY

ENGINEERING AND CONSTRUCTION DEPARTMENT

  • ROAD PLANNING AND DESIGN DIVISION
    Services Provided:
    • Road Planning and Design of Capital Improvement Project
    • Slurry Seal and Overlay Projects
    • Underground Utility District Projects
    • Bridge Rehabilitation and Rretrofit
    • Solicitation and and coordination of Federal, State funding and other outside sources
    • Provides technical representation on the Alameda County Transportation Authority and Congestion Management Agency committees.
    TRANSPOTATION PROJECT
  • FLOOD CONTROL DIVISION
    Services Provided:
    • Plans watersheds
    • Establishes, maintains and carries out a 7-year program for new construction repair and maintenance of the Western Alameda County Flood Control System
    • Prepares maps of flood plains for the cities and unincorporated area and coordinates this activity with the federal government and local jurisdictions
    • Updates and calibrates stream flow models and rainfall intensity statistics by utilizing rainfall and stream flow data
    • Provides real estate support to road and flood control construction and maintenance programs by appraising and acquiring needed rights-of-way for their projects
    • Manages road and flood owned properties by licensing them to other public agencies such as the East Bay Regional Park District, for recreational uses and to private companies or individuals for temporary use.
    • Provides consulting right-of-way services to other agencies, such as the Alameda County Transportation Authority and local cities
