BUILDING INSPECTION DIVISION

PERMITS are required for alterations and additions to structures and to electrical, plumbing or mechanical systems.

Some minor projects and repairs do not require permits. Be sure to consult the information handout When a Permit is Not Required for a Residential Project for a complete definition of minor projects and repairs. Please call our office if you have a question about whether a permit is required. BEFORE APPLYING for a permit be sure to consult the Alameda County Planning Department to make sure your project meets Planning requirements. Once you have determined your project fits the Planning Guidelines for the area in which it is located, you may apply for a building permit. STEPS IN OBTAINING A PERMIT APPLICATION: A permit application can be printed from this web site and completed in advance, or may be completed and filed at our office. A Building, Electrical, Plumbing, or Mechanical Permit may only be issued to the legal owner of a property or a properly licensed contractor.If you are applying for an owner/builder permit and have owned the property less than two years, proof of your identity and ownership of the property for which the application is made WILL BE REQUIRED. Our database of property ownership may not have been updated recently enough to include the change to your property so please bring a copy of your Tax Bill or Deed.The following information is needed to complete the application.
  1. The location of the property by street Address or by County Assessors Parcel Number. The County Assessors Parcel Number is the same as your reference number printed on your Tax Bill.
  2. Your name, address, and telephone number (both home and work).
  3. Your contractor's name, address, and telephone number, if you are hiring a contractor to do the work.
  4. Your signature in the appropriate places in the signature block. Your signature will be required on the bottom of the signature block which declares that you have read the form and agree to comply with all county ordinances and State laws regarding building construction and that you authorize representatives of Alameda County Building Inspection to enter the property for purposes of inspection.
  5. Provide a full description of the proposed project.
  6. Two (2) complete sets of plans, calculations and specifications and one (1) additional set of the proposed floor plans are required   with each application submitted for plan checking. Plans, calculations and specifications may be waived for minor work.
  7. Minor work on dwellings which may not require plans includes the following:
    1. Electrical, Plumbing, and Mechanical installations, alterations, and repairs.
    2. Kitchen, and Bathroom remodeling where no relocation of walls or fixtures is proposed.
    3. Repairs due to termite or dry rot damage.

PLAN REVIEW:

After submitting your application and plans they will be reviewed for compliance with the applicable codes.

Review time for your application may be as short as a few minutes, for projects that do not require plans, to several weeks for large projects.

  1. For projects such as decks, alterations, conversions, additions, and detached accessory buildings, an over-the-counter plan check service, which usually takes less than 1 hour, is available. Contact our office for details or to make an appointment if you have this type of project.
  2. During the application process you will be required to obtain approval of your application and plans from the Alameda County Planning Department and other departments or agencies having jurisdiction over the proposed project.
  3. If, upon examination of the application, plans and any other information submitted, it appears the proposed project will conform to the Codes as well as any other applicable laws, ordinances, rules and regulations, upon payment of the prescribed fees, the Building Official shall issue a permit to the applicant.
  4. When the Building Official issues a permit, he or she shall affix an official stamp of approval on two sets of plans and specifications. The County retains one set and the other set shall be kept on the job site. This set of plans must be available for the inspector to view when an inspection is requested. If the plans are not available at the site, the inspector may be unable to complete the inspection.
  5. All work authorized by the permit shall be in accordance with the approved plans. Any changes to the approved plans must be reviewed and approved by the Building Official before those changes are made in the field. Making changes without prior approval may result in the issuance of a "Stop Work Order" until the changes can be reviewed and approved
