MANAGEMENT SERVICES DEPARTMENT
Management Services provides administrative support and business services for the Public Works Agency. There are five divisions: Office of Policy and Program Development, Human Resources, Fiscal Services, Administrative/Office Services, and Contract Compliance.
Office of Policy and Program Development (OPPD)
Provides community outreach; legislative analysis; and policy and program formulation, analysis, development and implementation for Transportation, Flood Control, Water Resources, and other essential public works services.
Fiscal Services Division
Responsible for Agency payroll activities, purchase orders and contracts, accounts payables and receivables, credit card program, financial audits, cost analysis and budget preparation.
Human Resources Division
Manages the Agency employee relations, training, workers compensation, affirmative action, employee benefits and recruitment, examination, classification functions, and the County School Crossing Guard Program.
Administrative and office Services
Provides facilities management and security administration services for the Elmhurst building; telephone system coordination; clerical and word processing support for the Agency; and responsible for warehouse functions, office supplies procurement and mail distribution.
Contract Compliance
Supports economic growth by creating a "level playing field" for Small , Local, and Emerging Business (SLEB) enterprises and Disadvantaged Business Enterprises (DBE) pursuing contracting, subcontracting, and procurement opportunities; ensures firms abide by the applicable public contract codes and Agency specifications; and enforces labor code regulations. |
