Homeless Programs

Homeless Management Information System (HMIS) and Resource Development

Clarity is Alameda County's HMIS database, which captures data from over 85 community agencies providing support to those who are homeless or at risk of homelessness. Clarity was implemented in 2018 and currently houses records for over 55,000 individuals served throughout the County. For more information, email HMIS or see the ACHMIS website.

In addition to managing the countywide Homeless Management Information System, HCD is the Collaborative Applicant for the annual application to the U.S. Department of Housing and Urban Development for Homeless Continuum of Care funding (approximately $24 million annually).
