Homeless Emergency Shelter

Homeless Shelter: Safe temporary housing that provides an opportunity to connect with housing service providers to develop a plan for regaining permanent housing.

  • Emergency Solutions Grant (ESG): HCD's annual ESG grant provides funds for staffing and support services in emergency shelters serving the five small cities and the unincorporated county (the "Urban County"). Funds available are approximately $100,000 annually and are spread between emergency shelter and rapid re-housing programs. For more program information, dial: 2-1-1, Eden Information and Referral.
  • Winter Shelter/Winter Relief: HCD provides annual funding for cold weather winter relief in North County in partnership with the cities of Oakland, Berkeley, Emeryville and Albany, and in South County in partnership with the City of Fremont through a contract with Abode Services. In FY14/15, the Winter Shelter/Winter Relief program includes outreach efforts, warming centers, limited additional shelter beds and a small expansion of rapid re-housing resources.
