Annual Request For Proposals

Typically, Alameda County Housing and Community Development Department (HCD) issues an annual competitive Request for Proposals for federal HOME and Housing Opportunities for Persons with HIV/AIDS (HOPWA affordable housing development funding. As funding permits, other funding sources may also be included in the RFP process.

The Notice of Funds Available (NOFA) is mailed out in early January each year to parties that have indicated an interest in receiving such notices. If you are interested in receiving these notices, please sign up on the Housing Development List Serve [insert link]. The NOFA states the date and time of the mandatory Bidders Conference, generally held in the last week of January, at which the Request for Proposals packet and application are distributed. These materials outline requirements and criteria for funding and competitive scoring.

Proposals are due in the first week of March each year. Proposals are reviewed first for threshold regulatory requirements, then rated and ranked according to the criteria outlined in the application. Staff recommendations are made to the appropriate advisory committees in late April and early May. After staff and committee make recommendations, an Environmental Review is completed. All recommended projects go to the Board of Supervisors for final approval of contracts.
