Ellen is a Acting Administrator with the Alameda County Early Care and Education Program, focusing on public policy, interagency children's planning, and integrating child care with land use, facilities, disaster, and community development policy. Under her guidance, Alameda County has developed a National Association of Counties award winning Green Child Care Program. She spent the first half of her career working at the intersection of research, practice, policy and grant making as a child and family policy analyst and planner for The Children's Defense Fund, California Senator Gary K. Hart, the California Senate Health and Human Services Committee, and the San Francisco Mayor's Office of Children, Youth and Families. She has a B.A. from U.C. Berkeley.

Angela Cabrera is the Quality Improvement Navigator, at the County of Alameda Early Care and Education Program. Her primary responsibilities are to support state funded preschools in their path to quality and to help shape the work around Dual Language Learners in Alameda County. With over twelve years of experience working in Child Development and Early Childhood Education, Angela has been a first grade, K-4, and K-5 teacher, a Licensed Kindermusik® Business Owner, an Inclusion Specialist, and a Resource and Referral Program Manager. Her local and statewide leadership extends from being the co-chair of the San Mateo County Child Care Partnership Council's Inclusion Committee to being a member of the Bay Area Quality Early Learning Partnership's Planning and Recommendations Committee. Furthermore, she has been part of the local San Mateo County Quality Rating and Improvement System (QRIS) Integration team. Angela has made significant contributions in the areas of inclusion and developmental screenings, quality rating and improvement tools, establishing funding and programmatic partnerships, advocacy, family engagement, and promoting best practices. Angela holds a B.A in Psychology from Saint Thomas University in Bogota, Colombia.
