Secondary (Accessory Dwelling) Units


Project Description

In September 2016, the California State Legislature passed and the Governor signed into law two bills (Assembly Bill 2299 and Senate Bill 1069) intended to address the shortage of affordable housing by easing restrictions on secondary (accessory dwelling) units. The new law took effect on January 1, 2017 and strictly limits the ability of local jurisdictions to regulate the locations and conditions under which second units may be permitted. The new law also renders existing local regulations null and void if not in complete compliance with state law. The County is in the process of implementing temporary revisions to the County General Ordinance Code in order to comply with state law while maintaining the ability to regulate secondary units. In the meantime, County staff will be working with the community and decision makers to develop permanent regulations which comply with state law and meet the needs of Alameda County residents.

Below is the meeting schedule for public review of the proposed temporary revisions to the County General Ordinance Code. Links to agendas, staff reports and meeting minutes will be provided as they become available. The schedule will be updated as permanent regulations are developed and additional meetings are scheduled. Following the schedule, links to the new state law and related resources are provided.
