6th Cycle Housing Element Adopted and Certified. Adopción y certificación del elemento vivienda del 6º ciclo
On December 12, 2024, the Alameda County Board of Supervisors adopted the resolution adopting the 6th Cycle Housing Element and associated general plan changes, specific plan changes, and environmental analysis. On December 17, 2024, the Board of Supervisors passed the ordinance adopting the necessary zoning changes to enact the Housing Element, including the Housing Element Overlay Combining District.

Staff are pleased to share the final draft of the Housing Element. Please see anticipated meeting dates in the Engagement Section for opportunities to discuss and comment in person on the final draft.
Additionally, the State Department of Housing and Community Development has determined that the draft below meets the statutory requirements of State Housing Element Law (Gov. Code, § 65580 et seq.). To be found in substantial compliance with Housing Element Law, the relevant rezonings and plan changes must also be enacted. These rezonings and plan changes will be discussed and voted upon at the meetings listed here.

In response to preliminary comments from the state Department of Housing and Community Development on the third Housing Element Draft, Planning staff have posted an edited version of the Housing for additional review. This is a part of the 60 day review process.
There is a 7 day comment period, ending on November 6th, 2024. Please send your questions and comments to staff at housing.element@acgov.org.

Second Housing Element Draft. Segundo Borrador del Elemento Vivienda
Staff are pleased to share the full second draft of the Housing Element. After a comment period from April 19 to May 3, staff submitted the Second Draft to the State Department of Housing and Community Development (state HCD) on May 10th, 2024. Comments can be made through June 10th, 2024, to state HCD via the following email address: HousingElements@hcd.ca.gov.
