HOPWA (Housing Opportunities for Persons with AIDS)

The purpose of the Housing Opportunities for Persons with AIDS (HOPWA) Program is to provide affordable housing and associated programs for low-income persons with HIV/AIDS. The County operates the HOPWA program on behalf of the City of Oakland, which is the grantee for the Metropolitan Area HOPWA grant from HUD. In Alameda County, about half of the funding received from the grant is used for affordable housing development. These funds are committed to projects annually through a Request for Proposals process. To learn more about accessing HOPWA funding for your development project, please see the Annual RFP Process.
